1.Definitions

The following terms used in this document shall have the meanings assigned to them below:

• Republic: The Republic of Yemen.
• Law: The Telecommunications Law currently in force, which governs telecommunications activities.
• Regulation: The rules governing the registration of Yemeni domain names Registry Operator:
  The Yemen International Telecommunications Company (TeleYemen) is authorized to administer Yemeni domain names. TeleYemen manages the Registry System's primary database and operates the name servers. It generates and maintains the zone file and performs all related functions in line with internationally recognized standards.

Accredited Registrar:
An entity authorized by the Registry Operator provides integrated domain name registration services to applicants. The entity also performs all related procedures within the scope of the accreditation agreement granted by the Registry Operator.

Registrant Reseller:
An entity contracts with the Accredited Registrar to provide registration services to customers on behalf of the Accredited Registrar. This is done in accordance with the rules and procedures set by the Registry Operator.

Registry System:
A set of software applications manages registration services and their associated databases. Accredited Registrars and resellers connect through these applications using approved protocols.

DNS (Domain Name System):
This system manages information about domain names stored in the database. It links information and addresses to domain names. The Registry Operator manages and operates this system.

Domain Name:
A unique internet address identifies an entity or individual. It consists of letters, numbers, or both.

Yemen Top Level Domain:

Yemen Top-level domains administered by the Registry Operator include:

Latin Yemeni TLD:
Latin Yemeni TLD: The two-letter code ".ye" is used at the end of Yemeni domain names written in Latin script.

Yemeni Domain Name:

A Yemeni Domain Name is any Latin domain name falling under the Yemeni Top-Level Domain (TLD).

Latin Domain Name:

A domain name is made up of multiple Latin labels separated by dots. It takes one of the following forms:

• A two-label Latin domain name has the format (example.ye), where (.ye) is the rightmost label.
• A three-label domain name, such as (example.com.ye), uses the two rightmost labels to represent a primary second-level domain under the Yemeni Latin TLD. Examples include (.com.ye) or (.edu.ye).

Latin Label:

A Latin label is a string of Latin letters (A–Z), digits (0–9), and hyphens (-). Latin letters are case-insensitive. A Latin label forms part of a Latin domain name.

New Generic Top-Level Domains (New gTLDs):

New gTLDs are Latin-script top-level domains approved by ICANN since 2013. Examples include (.social), (.technology), and (.academy).

Reserved Name:

Words or expressions that are prohibited from use within Yemeni domain names, as defined in a list known as the “Reserved Names List,” issued by the Registry Operator.

Registration Services:

All services related to Yemeni domain name registration, including registration, modification, deletion, cancellation, renewal, suspension, or transfer.

Applicant:

Any person who submits a request for domain name registration to an Accredited Registrar or an authorized reseller.

Registrant:

A natural or legal person whose application has been approved. The term shall also include any holder of an existing Yemeni domain name at the time of issuance of this document, provided that such registration complies with its provisions.

Premium Domain Name:

A domain name of limited length or possessing distinctive value (such as two- or three-character names, names of cities or regions, personal names, or terms of general commercial significance), as classified by the Registry Operator.

Registration Agreement:

A service agreement between the Accredited Registrar and the Applicant, concluded through a service request in accordance with the Regulation and the rules and guidelines issued by the Registry Operator.

Service Request:

A form, together with the associated procedures, is used to request registration services.

Registration Period:

The period commencing from the registration of a domain name and its association with the registrant until the cancellation of the registration.

2. Purpose

This document sets out rules and conditions for registering Yemeni Top-Level Domains, ensuring clarity, transparency, equality, and non-discrimination.

3. Scope of Application

This document covers domain name registration under Yemeni Top-Level Domains and applies to all names, registrants, and Accredited Registrars.

4. Eligibility for Registration

4.1
The provision of registration services is limited to the following eligible categories:

4.1.1

A legal entity physically present in the Republic of Yemen.

4.1.2

A natural person holding Yemeni nationality and a valid national ID, or a resident holding a valid residency permit in the Republic of Yemen.

4.1.3
An entity duly licensed by the competent authorities in the Republic of Yemen to carry out its activities.

4.2
A holder of a local or international trademark or trade name is also eligible for registration services.

4.3
Latin domain names (consisting of two or three labels) may be registered under the Yemeni Latin top-level domain in accordance with the following:

• 3.1(.ye)

is designated for any natural or legal person. In this case only, the domain name shall be considered a two-label Latin domain name. The service request must be submitted to the Registry Operator, which will review it and either approve or deny it in accordance with established criteria.

• 4.3.2 (.com.ye):
  Intended for entities involved in commercial activities with a valid Commercial Registration (or equivalent) from a recognized government authority in Yemen. It also applies to entities with a registered local or international trademark or trade name in Yemen.

• 4.3.3 (.edu.ye):
  Intended for entities involved in education and training activities that serve students directly. These include schools, universities, and training institutes. They must hold a valid license from a recognized authority in Yemen.

• 4.3.4 (.sch.ye):
  Intended for educational institutions at the secondary level and below. These entities must hold a valid license issued by a recognized government authority.

• 4.3.5 (.med.ye):
  Intended for entities offering healthcare services, such as hospitals, clinics, and pharmacies. They must hold a valid license from a recognized authority in Yemen.

• 4.3.6 (.gov.ye):
  Intended for government entities in Yemen, such as ministries, authorities, and public institutions. The Registry Operator must approve the service request.

• 4.3.7 (.net.ye):
  Intended for entities offering IT, telecommunications, media, or postal services. Examples include Internet providers, hosting providers, media entities, and telecom companies. These entities must hold a valid license issued by a recognized authority in Yemen.

• 4.3.8 (.org.ye):
  Intended for licensed non-profit entities active in Yemen, such as associations, charities, clubs, embassies, conferences, and public organizations. These entities must hold a valid license issued by a recognized authority in Yemen.

• 4.3.9 (.pub.ye):
  Designated exclusively for natural persons.

4.4
The registration of New Generic Top-Level Domains (New gTLDs) under Yemeni Top-Level Domains is allowed. This must follow international standards and the guidelines issued by the Registry Operator. See Annex (2) for details.

5. Application Requirements

5.1
Domain name registration begins when the Applicant or its authorized representative submits an application to an Accredited Registrar or authorized reseller. The application must include all required documents, as specified in the application form approved by the Registry Operator.

5.2
The Applicant must follow all registration rules and guidelines set by the Registry Operator. The Applicant is considered to have accepted these terms and conditions and is responsible for any errors in the registration request.

5.3
The Accredited Registrar shall obtain the required documentation from the Applicant in accordance with the Registry Operator's rules.

5.4
A decision on the license application shall be made within a maximum of five (5) business days from the date of submission.

5.5
The license application shall be rejected if it does not meet the requirements set by the Registry Operator.

5.6
The Accredited Registrar shall prioritize eligible applicants based on the order in which their license applications are duly completed.

5.7
The Registry Operator will set procedures to verify the accuracy of documents and information submitted with any service request or current registration. The Registry Operator will also ensure these requests or registrations comply with these rules and any rules, controls, or procedures issued by the Registry Operator.

5.8
If an agent acts for the Applicant in a service request, the agent must confirm the following:

• 8.1
  That it is duly authorized to act on behalf of the Applicant in all matters related to the service request.

• 5.8.2
  That it agrees to the terms and conditions of these rules and has duly informed the Applicant thereof.

• 8.3
  It will forward all communications and notices from the Registry Operator, or its representative, to the Applicant. It will also forward all such communications from the Applicant to the Registry Operator.

5.9
The Applicant must provide the Registry Operator with any required documentation related to the service request at any time.

6. Registrants Obligations

6.1
The Applicant or Registrant must comply with all terms and conditions set out in the Regulation and this document. This includes any future changes. The Applicant or Registrant must also follow all rules set by the Accredited Registrar.

6.2
At the time of applying for a domain name registration license, the Applicant shall confirm that it falls within one of the categories specified in Clause (4.1) of this document, to which the registration license is restricted.

6.3
The Applicant shall provide all required documentation for the registration license and shall pay the applicable fees for registration license services and domain name allocation.

6.4
Where the Applicant submits a service request for a three-label Latin domain name under one of the primary levels of the Yemeni Latin Top-Level Domain, it must satisfy the registration requirements for the relevant primary level as set out in Clause (4.3) of this document.

6.5
The Registrant shall use the domain name solely for itself and shall not allow third-party use or subdomain registration, whether for profit or not.

6.6
The Applicant states that all information given for the domain name is complete, accurate, and up to date. The Applicant must tell the Accredited Registrar of any updates or changes to this information.

6.7
The Registrant or their agent is considered to have received any notice or communication sent by the Registry Operator or Accredited Registrar if it is sent to their contact details on file. The Registry Operator and Accredited Registrar are not responsible for failed delivery, but will retain proof of transmission.

6.8
The Applicant or Registrant agrees that general information about the domain name given to the Accredited Registrar will be made public. This will be done through the registrant information service (WHOIS) or another method chosen by the Registry Operator, as described in Clause (14) of this document.

6.9
The Registrant shall renew the domain name registration within the timeframes specified in the service agreement and shall pay the applicable renewal fees.

6.10
The Registrant shall not use the domain name for any prohibited activities.

6.11
The Registrant shall respect intellectual property rights and all related acts and activities.

6.12
The Applicant/Registrant acknowledges that these rules also apply to all subdomains under the domain name.

6.13
The Applicant or Registrant agrees that the Registry Operator can reject, block, transfer, delete, or suspend any domain name or service request for any of the following reasons:

• 13.1To protect the integrity and stability of the Registry Operator’s systems or the Internet.

• 6.13.2
  To preserve evidence and rights during dispute resolution processes or any judicial proceedings, or to implement any related measures.
• 6.13.3
  To correct any technical or human errors made by the Registry Operator or the Accredited Registrar.
• 6.13.4
  To avoid any civil or criminal liability.
• 6.13.5
  To protect the public interest.
• 6.13.6
  To comply with the terms and conditions of this document or any instructions, controls, or rules issued by the Registry Operator.
• 6.13.7
  To comply with applicable laws, regulations, and policies in force within the Republic.

6.14
The Registrant shall comply with the rules governing the resolution of disputes regarding Yemeni domain names. The Registrant must also accept and follow any decisions made as a result.

6.15
These obligations apply to all domain names, whether already registered or newly registered.

7. Registrant Documentation

7.1
The Registry Operator may request additional documents or information from the Applicant or Registrant at any time, even after the service request. The Applicant or Registrant must provide these within the specified timeframe and as instructed. If not, the Registry Operator or Accredited Registrar can reject the application, or cancel or suspend the registration.

7.2
Any communication or record from the Registry Operator, Applicant, Registrant, or Accredited Registrar about the service request is admissible as evidence.

7.3
If there is a dispute about when a service request was received or processed, the Registry Operator’s records decide the exact time and date.

8. Prohibited Activities

8.1
The Registry Operator or Accredited Registrar must not allow any domain name that is intended for any of the following purposes:

8.1.1
Registering a domain name solely for the purpose of selling or leasing it.

8.1.2
When the purpose is to hoard domain names without real use or to block others from registering or using them.

8.1.3
Using domain names for phishing websites or malicious online services.

8.1.4
Any fraudulent activity to get information, especially personal or confidential data.

8.1.5
Using domain names to send unsolicited electronic communications (spam).

8.1.6
Hosting or sharing harmful software or services.

8.1.7
Hijacking domain ownership or control.

8.1.8
Accessing devices or networks without permission, or carrying out denial-of-service attacks.

8.1.9
Conduct or publish content that breaks Islamic Sharia, Yemeni law, or intellectual property rights.

8.1.10
Carry out any acts that are considered cybercrimes under the law.

8.1.11
Engage in any actions against the Regulation or Registry Operator rules.

9. Domain Name Registration Conditions

9.1
There must be a link between the domain name and the Applicant or Registrant. The Accredited Registrar may ask for evidence of this relationship at any time.

9.2
Names with inappropriate meanings in any language, or that conflict with religions, customs, laws, or regulations in Yemen, cannot be registered.

9.3
The Applicant may choose to register a domain name without activation (by not specifying name servers) or with activation (by specifying name servers) when submitting the application.

9.4
A Registrant who sets name servers may create subdomains under their domain without extra fees. Use must only be for the Registrant themselves, not for others.

9.5
The Registry Operator will list reserved names of special significance. These cannot be registered as second-level domains except as specifically allowed in Annex (1).

9.6
No generic top-level domains (gTLDs) in Annex (2) may be registered directly under .ye. The Registry Operator sets the rules for third-level domain registration under these domains.

9.7
If the Applicant meets several eligibility criteria, it may register multiple third-level domain names according to its classification.

9.8 The following conditions must be met to register a Latin domain name:

• 8.1
  Each label must be at least two and no more than sixty-three Latin characters. The first and last character must be a Latin letter or a numeral. The label must not have two consecutive hyphens.

9.9
A domain name is only an electronic address and gives no legal or proprietary rights. Even if it matches a trademark or trade name, it is not property and cannot be registered as such, in whole or in part.

9.10
Domain names are registered on a first-come, first-served basis, based on full service requests. Special rules from the Registry Operator may apply.

9.11
Availability at the time of application does not guarantee availability after review and approval. Registration channels may overlap.

9.12 Minimum Registration Information Requirements

9.12.1
The full name of the registrant as per official documentation.

9.12.2
The address, telephone number, and email address of the registrant.

9.12.3
The Accredited Registrar reviews all registration requests and may review them before or after completion of registration.

9.13 Domain Name Registration Procedure

9.13.1
The Applicant shall select an Accredited Registrar.

9.13.2
The Applicant submits the registration request, with all required information and documents specified herein, through the Accredited Registrar.

9.13.3
The Accredited Registrar reviews each application. The Registrar checks for accuracy and compliance with all rules. Based on this review, the Registrar approves or rejects the application.

9.13.4
If the domain name extension does not need Registry Operator approval and is not reserved, the Accredited Registrar approves registration. The Applicant is then notified.

9.13.5
If the extension requires Registry Operator review or is reserved, the Registry Operator will review the application within 2 business days. The Registry Operator then notifies the Accredited Registrar of approval or rejection.

9.13.6
The Registrar or its authorized agent notifies the Applicant of the final decision on the application.

10. Reserved and Premium Domain Names

10.1
The Registry Operator can create a list of reserved or unavailable names under the Yemeni Top-Level Domain. These may include names of public figures, numbers, or names that violate state laws and regulations, conflict with the public interest, or are otherwise inappropriate for registration.

10.2
The Registry Operator may set rules (see Annex (1)) for creating and managing the Reserved Names List. These rules may follow internationally recognized practices.

10.3
The registration of any domain name included in the Reserved Names List shall be prohibited.

10.4
The Registry Operator may publish the Reserved Names List, parts of it, or its classifications in any way it sees fit.

10.5
Any person or entity may ask the Registry Operator to add or remove a name from the Reserved Names List or to allow its use as an exception. The Registry Operator will review and decide on the request in accordance with its rules and guidelines.

10.6
Where a name is removed from the Reserved Names List, it shall become available for registration in accordance with the rules established by the Registry Operator.

10.7
The Registry Operator may classify premium domain names. Each class may have a fixed or variable fee, including fees set by public auction. The Registry Operator may change these fees as described in the Accredited Registrar rules and regulations.

10.8
The Accredited Registrar shall clearly inform applicants of the premium domain names and the associated fees.

11. Registration Data Amendment

11.1

The Accredited Registrar shall have the sole authority to amend registration information, such as email address or telephone number, in accordance with the procedures established by the Registry Operator.

11.2
The Registry Operator may establish procedures to verify the accuracy of registrants’ information, enabling direct online access to update registration details.

11.3
The Registry Operator shall have the right to request the Registrant to update or confirm the accuracy of its information at any time.

12. Transfer of Domain Names

12.1
Although registrants do not own domain names, they may transfer them to another party. Both parties must comply with the Regulation and the Registry Operator's rules.

12.2
The Registry Operator or Accredited Registrar may request documents from both parties for the transfer. The Registry Operator may also set extra rules for transfers.

12.3
The Registry Operator or Accredited Registrar may reject a transfer request if it would violate this Regulation, if required documents are missing, or for any other clear and valid reason.

12.4
A domain name may not be transferred from one Accredited Registrar to another within sixty (60) days from the date of its registration or the date of the last completed transfer request.

12.5
A domain name may not be transferred to another Accredited Registrar if the remaining validity period is less than five (5) days.

12.6
A transfer shall result in the domain name being renewed for a minimum of one (1) year.

12.7

The Registry Operator applies renewal fees in accordance with its rates for the transfer, except for the applicable renewal fees.

12.8
A transfer is not effective until approved by the Registry Operator. The Registry Operator can review any transfer request before or after it is completed. It may request additional documents if needed. All information and personal data for the domain name must be updated to show the new registrant. The transfer does not count as a new registration.

12.9 Transfer Procedure Between Accredited Registrars

• 12.9.1
  The transfer applicant (Registrant) shall approach the new Accredited Registrar (transferee) and complete the transfer request form.

• 12.9.2
  The transfer applicant must submit all documents provided at the time of registration, as well as any others requested by the new Accredited Registrar.

• 12.9.3
  The new Accredited Registrar shall submit the transfer request details to the Registry Operator for review and approval within three (3) days.

• 12.9.4
  If approved by the Registry Operator, the transferring registrar will be notified of the domain transfer request through the registration system.

• 12.9.5
  The Registry Operator shall update the Accredited Registrar details associated with the domain name to reflect the new Accredited Registrar (transferee).

13. Rejection of Applications, Deletion, and Suspension of Domain Names

13.1
The Registry Operator or the Accredited Registrar may, at any time, reject a service request or delete or suspend an existing domain name in any of the following cases:

13.1.1
Where the Registrant is found to have engaged in any of the prohibited activities set out in Clause (8) of this document.

13.1.2
Where any information or documentation provided by the Registrant is found to be inaccurate, incomplete, or outdated.

13.1.3
Where the Registrant fails to provide any documentation or information requested by the Registry Operator or the Accredited Registrar.

13.1.4
Where the domain name registration is found to be in violation of the Regulation, the Registry Operator’s rules, or any applicable terms, rules, guidelines, or laws.

13.1.5
Where the Registrant fails to pay any fees related to the registration or renewal of the domain name within the legally specified period set out in this document.

13.1.6
Where an objection related to the domain name or registration request is accepted.

13.1.7
In the execution of an order issued by a judicial authority or a competent governmental body.

13.1.8
Upon the Registrant's request, the domain name shall be deleted or suspended in accordance with the Registry Operator's rules.

13.1.9
Where the domain name conflicts with the rules and requirements of the Reserved Names List.

13.1.10
Where the Registry Operator determines, at its discretion, to reject a service request or delete or suspend a domain name in order to protect the public interest or for any other reasonable cause.

13.1.11
The Registrant shall be notified of any suspension or deletion decision, including the reasons thereof. The Registrant may file an appeal within fourteen (14) days from the date of notification. In the absence of an appeal or if the appeal is rejected, the registration shall be deemed terminated.

13.1.12
The Registry Operator may lift the suspension of a domain name upon removal of the underlying cause, or upon request of the Registrant, where the suspension was made at its request.

13.1.13
Domain names suspended due to failure to renew their registration shall not be available for registration and may not be used to provide any electronic services. Registrant information shall remain visible through the WHOIS service throughout the suspension period. The Registrant shall be granted a period of ninety (90) days to fulfill renewal requirements (including payment of fees and submission of required documentation) prior to permanent deletion. Upon fulfillment of such requirements, the domain name shall be reactivated for the same Registrant. If the renewal requirements are not met within the specified period, the domain name shall be permanently deleted and become available for registration in accordance with applicable regulations.

13.1.14
Where the content of a website associated with a domain name violates the provisions of the Regulation or this document, the Registry Operator may take the following actions:

13.1.14.1
Suspend the service and disable the use of the domain name, while preserving the Registrant’s right to use it upon rectification of the violation. The Registry Operator shall issue a written notice to the Registrant requiring corrective action within a timeframe determined at its discretion.

13.1.14.2
Permanently delete the domain name registration and revoke the Registrant’s right to use the domain name if no corrective action is taken within the specified period, whereby the domain name shall become available again.

13.1.14.3
Where the registered domain name does not comply with the eligibility requirements set out in Clause (4) of this document, the Registry Operator shall take appropriate action.

13.1.14.4
Grant the Registrant, in each case, a specified period to modify the domain name if desired. The Registrant may transfer all activities associated with the non-compliant domain name to a new domain name at no additional cost.

13.1.14.5
The domain name registration shall be permanently canceled if the Registrant fails to rectify its status within the granted period.

13.1.14.6
The Registrant shall not be entitled to any refund of fees paid for domain name registration in the event of cancellation, suspension, or deletion.

13.1.14.7
The Registry Operator and the Accredited Registrar shall not be liable for any damage or loss arising from the suspension, cancellation, or deletion of a domain name.

14. Registrant Information and Its Disclosure

14.1
The Registry Operator may collect data and documentation relating to registrants to fulfill its responsibilities and functions. It may also collect additional technical data, such as website access logs.

14.2
The Registry Operator may make publicly available general information relating to any domain name through any means it determines (such as the domain name information service – WHOIS).

14.3
Publicly available data shall include the following:

14.3.1 Domain Name Registration Data:

• Domain name.
• Accredited Registrar name.
• Date of last modification.
• Any technical information in accordance with international standards.

14.3.2 Registrant Data:

• Registrant name.
• Affiliated entity (if applicable).
• Email address.

14.4
Except for publicly available data, the Registry Operator shall not disclose any data or documentation relating to any domain name except in the following cases:

15.4.1
As required for the implementation of the Regulation, this document and any related rules or regulations governing service provision are provided.

14.4.2
In compliance with the Registry Operator’s rules governing objections to Yemeni domain names.

14.4.3
In compliance with an order issued by a competent governmental authority in the Republic of Yemen, in accordance with applicable laws.

14.5
The Registrant or any other person may use the registrant data service or any other service provided by the Registry Operator, provided that such use is limited to the following purposes:

14.5.1
Verifying the availability of a domain name.

14.5.2
Obtaining registration data for a specific domain name.

14.5.3
Identifying the Accredited Registrar sponsoring the domain name.

14.6
Data obtained through the WHOIS service or any other service provided by the Registry Operator shall not be used for any unsolicited activities, including, without limitation, sending commercial or marketing communications, or unsolicited or harmful messages.

14.7
Automated tools or software shall not be used to submit queries to the WHOIS service or any other service provided by the Registry Operator in a manner that may adversely affect or disrupt the service.

14.8
The Applicant may request that its data be masked from public display in the WHOIS service for legitimate reasons by submitting the designated request form (prepared by the Registry Operator). The Registry Operator may approve or reject such a request at its discretion. The Registry Operator and/or the Accredited Registrar shall provide the necessary technical systems to enable and manage such functionality.

15. Fees

15.1
The applicable fees (Annex (3)) for all registration services, domain name usage, and renewal shall be determined in accordance with the instructions issued by the Registry Operator.

16. Domain Name Renewal

16.1
The Registry Operator may require registrants, on a periodic basis, to renew domain names within specified timeframes (one or two years), and such renewal may include submission of supporting documentation provided at the time of registration.

17. Limitation of Liability

17.1
The Registry Operator shall not be liable for any damage, whether direct or indirect, arising from any of the following circumstances, regardless of the form of action taken:

17.1.1
Execution, non-execution, or delay in processing any service request.

17.1.2
Interruption or cessation of the registrant’s activities.

17.1.3
Delay or interruption in access to the Registry Operator’s services over the Internet, including delays or outages caused by failure of Yemeni TLD servers.

17.1.4
Inability to use or benefit from any domain name.

17.1.5
Errors in processing any service request or retrieval of information from the Registry Operator’s records.

17.1.6
Improper or unlawful use of any domain name by the registrant.

17.1.7
Force majeure events.

17.1.8
Implementation or enforcement of these rules or any system or procedure issued by the Registry Operator or any governmental or regulatory authority.

17.2
The Registrant shall not involve the Registry Operator in any dispute or claim relating to the registration or use of a domain name, including any subdomains thereof.

18. Communication

18.1
The Registry Operator may communicate with the Registrant regarding any service request, domain name, or the issuance of notices, through any means it deems appropriate.

18.2
The Registry Operator shall determine the approved communication channels for any service request or domain name, as well as the mechanisms necessary to implement such communication.

18.3
The Registrant shall be solely responsible for ensuring that its contact information, or that of its agents, as provided in any service request or registered domain name, is accurate, valid, and up to date at all times. The Registry Operator shall not be liable if any notice or communication is not received due to inaccurate or outdated contact information.

19. Complaint Handling and Dispute Resolution

Any complaint related to this document (including, but not limited to, domain names, Accredited Registrars, or service requests) shall be submitted to the Registry Operator and shall be handled in accordance with the Regulation and the rules and guidelines issued by the Registry Operator.

20. General Provisions

20.1
The Registry Operator shall issue the rules and controls necessary for the implementation of this document and may, for this purpose, issue all related rules and decisions.

20.2
The Arabic language shall be the governing language for the interpretation and implementation of these rules. A foreign language may be used for communication purposes, as approved by the Registry Operator, alongside Arabic. In the event of any discrepancy between the Arabic and foreign texts, the Arabic text shall prevail.

20.3
This document shall be governed by and construed in accordance with the applicable laws of the Republic of Yemen.

20.4
This document shall be subject to periodic review by the Registry Operator and may be updated as necessary.

20.5
The Registrant shall comply with any amendments made to these rules, the controls derived therefrom, or any related regulation, policy, or procedure.

20.6
The continued use of any domain name by the Registrant shall constitute acceptance of any amendments to these rules, as well as any rules, controls, procedures, or decisions issued in implementation thereof. Should the Registrant not wish to comply with such amendments, it must submit a request to delete the registered domain name. The Registrant acknowledges that deletion shall be the sole remedy, whether requested by the Registrant or effected by the Registry Operator upon non-acceptance of such amendments.

Annex (1): Rules Governing Reserved Names under Yemeni Domains

• 
  The Registry Operator must keep and update the Reserved Names List as needed.

Reserved names shall be classified as follows:

• Professional and General Names:
  This includes professions, personal names, languages, global Internet domains, and international trademarks.
• Geographical Names:
  Examples include names of cities, governorates, regions, and countries.
• Single Characters and Digits: Any single letter or number.
• Sensitive or Ambiguous Names:
  This includes sensitive words such as 'Ministry', 'Yemeni', or 'Bank'.
• Religious Names:
  Includes religions, sects, sacred sites, names, and attributes of God and prophets.
• Offensive or Inappropriate Names:
  Includes words that offend religion, nation, others, or use obscene terms.
• Domain Registration Service-Specific Names:
  Includes words reserved by international standards for domain registrations, like those tied to the Registry Operator’s services.
• Names of Yemeni Government Entities
• Other Names:
  This includes names not in the groups above, such as celebrities, tribes, public figures, or global domain names.

2. 
   If a requested domain includes a reserved name, the Registry Operator reviews the application based on the reservation's reason and decides accordingly.
3. 
   If a reserved name is added to an existing registered domain, the Registry Operator reviews the registration based on the reservation reason and decides accordingly.
4. 
   Adding, removing, or using a reserved name needs the Registry Operator’s approval after a request.
5. 
   Registry Operator approval to use a reserved name is an exception and does not remove it from the list.
6. 
   The Registry Operator decides on applications in accordance with these rules. In exceptional cases, it ensures there is no confusion or public-interest infringement.
7. 
   Anyone can object to the Registry Operator's decisions about reserved names. These objections are handled by the rules for Yemeni domain names.

Annex (2): Eligibility Rules for Registration of New Generic Latin Domain Names (New gTLDs)
